Introduction

Welcome to the consultation page for the Middleton Stoney Road Active Travel scheme which aims to improve cycling, walking and wheeling connections in Bicester.

We’d like to hear your thoughts on proposals for a new two-way cycleway along Middleton Stoney Road together with new sections of pavement and new zebra crossings.

The plans would make it easier and safer to travel between the town centre and existing and proposed residential areas in the west of Bicester without relying on a private car for those trips.

This survey is in addition to the Bicester London Road active travel improvements survey which we would also like to hear your thoughts on.


Background

A key priority for Oxfordshire County Council is to create a transport network that makes Active Travel the first choice for short journeys. The term ‘Active Travel’ includes walking, cycling and wheeling.

This cycle route is identified in the Bicester Local Cycling and Walking Infrastructure Plan (LCWIP). Bicester is expanding rapidly with the town’s population anticipated to increase from 30,000 to 55,000 by 2034.

What we are proposing

A new two-way cycleway along the full length of Middleton Stoney Road, between Howes Lane and King’s End. The cycleway will be on the north side of Middleton Stoney Road between Howes Lane and Shakespeare Drive and on the south side between Whitelands Way and King’s End.

The designs will follow the latest national cycling standards with cyclists separated from motor vehicles on the road for their safety and to encourage new and inexperienced cyclists of all ages.

A continuous new pavement on the south side of Middleton Stoney Road, between Whitelands Way and King’s End, will create better conditions for walking and reduce the need to cross the road. New zebra crossings for both cyclists and pedestrians will assist those that do need to cross.

  • A new two-way cycleway, separated from both motor vehicles and pedestrians, on the south side of the road

  • New pavement for pedestrians along the south side of the road, separated from the cycleway

  • Four new pedestrian and cyclist zebra crossings (replacing the two existing signal crossings)

  • Two new signalised crossings at the Shakespeare Drive/Whitelands Way roundabout

  • Entry treatments at side roads so that pedestrians and cyclists remain at pavement level and vehicles have to slow down when turning in and out

  • A restriction to stop motor vehicle access between Chalvey Road and Villiers Road

  • A new two-way cycleway, separated from both motor vehicles and pedestrians, on the north side of the road

  • A new pedestrian and cyclist zebra crossing by Ludlow Road

Next Steps

The consultation will finish on 25 March 2025. We will review all the feedback we receive to identify and plan for any necessary design changes. Once the design adjustments have been made, the plans will then be presented for statutory consultation with construction anticipated to begin autumn 2025. Construction start is dependent on the completion of planned utility works along Middleton Stoney Road.

Once you have reviewed the information and drawings on this page, we would like you to share your views on our proposals, by completing the online survey by the end of Tuesday 25 March 2025. Your feedback on all three stages will help to form designs for the further sections which will then be used towards seeking funding to develop those sections as well.
