We're asking for your views on the proposal to introduce highway improvements that aim to deliver improvements that support and maintain the traffic arrangement on High Street and Market Square in Witney.

The improvements aim to enhance the amenities of the area whilst retaining the town’s history and character, also helping to improve the look and feel of Witney for visitors, and for those arriving by walking, cycling or public transport, and comprise of the following measures:

  • Waiting & loading restrictions - on both sides of High Street & Market Square,
  • Disabled Persons Parking Places - existing time limited bays will be removed & replaced with new full time bays on High Street & Market Square,
  • Zebra crossing - on Welch Way west of its junction with High Street,
  • Stopping/Waiting provision for local Buses & Taxis - on High Street & Market Square, and
  • Traffic calming features - in the form of 'Flat top road humps’ on High Street.

The proposals have been formally put forward following previous public engagement carried out in 2023 and 2024, and are being funded from a sum received from the UK Government’s ‘Active travel’ fund. A project update report which describes the latest design changes can be found in the 'Consultation documents' section. Further details on the wider 'Witney High Street and Market Square enhancements' scheme can also be found here.

Have your say.

Please read the detailed information provided on this consultation and take the time to complete the survey as your views and opinions matter. Your response should be completed and returned by 5pm on Friday 17 October 2025.

Whilst we will endeavour to answer simple queries during the course of the consultation, any more complex questions/issues will be appraised and dealt with as part of consultation process.

What happens next?

The County Council will review the responses and if necessary (i.e. if objections are received) prepare a report to be presented to the Cabinet Member for Highway Management at a meeting scheduled for later in 2025. This will be public meeting at which members of the public may apply to speak. The agenda and reports for meetings will be made available on the Oxfordshire County Council web site about a week before the meeting (please note that occasionally it is necessary to defer reports to a later meeting, and it is therefore advisable to check the agenda ahead of attending a meeting). The Forward Plan of decisions meetings can be viewed here.
