Payment for involvement and expenses reimbursement policy: information for county council staff

If you engage with residents or people who use our services, there are occasions when you should offer payment to incentivise, recognise and reward their participation. Our council-wide payment for involvement and expenses reimbursement policy enables service areas to pay out of pocket expenses to support people to attend meetings (or other forms of engagement) and offer payment for their time.

This page provides the policy and other supporting documents you need to implement this council-wide policy in your service area.

Before being paid any reward or payment (except claiming only expenses or care/support costs) it is very important that participants read the information provided and tick the box at the beginning of the information form to confirm they have read and understood this information.

Methods of payment

Payment options

OpenPay (bank transfer)
• Payment is made directly to the recipient’s bank account via a banking app
• Sent to mobile only
• Proof of address is required

Cash vouchers
• Redeemable for cash at PayPoint outlets
• Can be issued via mobile or email
• Available with ID

This link to this document provides more information about how payment to bank works.

Please contact the engagement and consultation team at consultations@oxfordshire.gov.uk for details about how to make payment to participants.

Important note on OpenPay
If a recipient chooses to convert an OpenPay payment to cash after receiving it, PayPoint automatically issues a cash voucher with ID.

This conversion is controlled by the recipient, and we cannot prevent or change the ID requirement with proof of address.

Queries regarding how to use the policy and its supporting documents should be directed to the engagement and consultation team who can advise: consultations@oxfordshire.gov.uk
