We're asking for your views on the proposal to introduce two new tariffs at the Thornhill Park & Ride (P&R) facility to accommodate long stay parking, which is being put forward as a result of airport buses servicing the site 24/7. Therefore a new 8-day tariff priced at £15 and a new 15-day tariff at £30 will be created, subsequently extending the current designated maximum stay period of 72 hours.

Additionally, from September 2026, the enforcement of both Thornhill & Oxford Parkway P&R sites will fall to Oxfordshire County Councils new enforcement contractor, which will be required to enforce under the Traffic Management Act 2004 where ‘Penalty Charge Notices’ (PCNs) are issued. This will supersede the practices of the existing provider, who currently enforces under different legislation whereby ‘Excess Charge Notices’ (ECNs) are issued.

What happens next?

The County Council will review the responses and if necessary (i.e. if objections are received) prepare a report to be presented to the Cabinet Member for Highway Management at a meeting scheduled for later in 2026. This will be public meeting at which members of the public may apply to speak. The agenda and reports for meetings will be made available on the Oxfordshire County Council web site about a week before the meeting (please note that occasionally it is necessary to defer reports to a later meeting, and it is therefore advisable to check the agenda ahead of attending a meeting).
