Following the conclusion of an informal consultation with residents carried out in June & July 2025 (see details here), which aimed at gathering opinions as part of a two-year programme to review some existing Controlled Parking Zones (CPZs) across the city. Officers have discussed with local County Councillors proposals for the Summertown CPZ, which have been designed to help both improve road safety, as well as ensuring adequate parking and cycling provision/facilities for residents & visitors in the area.

Historically, changes to parking restrictions within some zones have been made in a piecemeal fashion, either through development-funded alterations or transport projects that only affect parts of a CPZ (e.g., LTNs). This review seeks to address parking concerns on an area-wide basis, with the view to improving the performance of parking restrictions across the locality.

Additionally, following complaints concerning coaches & buses stopping on the Banbury Road obstructing the cycle lanes and footways, Officers have worked with the local County Councillor and school to find a solution where school drop-off and pick-up can take place on Hernes Crescent & Hernes Road, with locations identified that have been deemed safer for both school children and other road users.

What happens next?

The County Council will review the responses and if necessary (i.e. if objections are received) prepare a report to be presented to the Cabinet Member for Highway Management at a meeting scheduled for later in 2026. This will be public meeting at which members of the public may apply to speak. The agenda and reports for meetings will be made available on the Oxfordshire County Council web site about a week before the meeting (please note that occasionally it is necessary to defer reports to a later meeting, and it is therefore advisable to check the agenda ahead of attending a meeting).
