This consultation has now concluded.

We're asking for your views on the proposal to amend the eligibility of the various properties within Oxford Controlled Parking Zones (CPZs) to apply for Residents & Visitors Parking Permits. The proposals are in accordance with parking policy, and are a result of the relevant planning permissions granted by Oxford City Council with associated conditions. The proposals are outlined in the table below:

CPZProposal
Cowley Central Eastexclude the car free development at No.242a Barns Road from eligibility to apply for resident's parking permits & residents' visitors parking permits [see note below]
Summertown
allow Grove House, St James Row, No.3 Grove Street to be eligible for one resident's parking permit and residents' visitors' parking permits.
Jericho
allow No.1 Canal Street to apply for resident's parking permits & residents' visitors parking permits.
Cutteslowe
exclude No.37 Templar Road from eligibility for resident's parking permits and residents' visitors' parking permits.
North Summertown
exclude the five new dwellings at No.4 Bladon Close from eligibility for resident's parking permits and residents' visitors' parking permits.
West Oxford & Osney Mead
exclude the new dwellings at No.1 North Street from eligibility for resident's parking permits and residents' visitors' parking permits.

note: to compensate it has been agreed that should the change be approved that existing permits would be honoured until their expiry date, and for permits with less than 6 months left to expiry on the date the order is brought into effect - these would be extended to ensure a minimum of 6 months is provided to allow for alternative arrangements to be put in place.

Additionally, amendments will be made to the parking provision on North Street within the West Oxford & Osney Mead CPZ to accommodate the adjacent residential development at No.1 North Street, with the re-location of the site access impacting on the existing restrictions. The existing shared-use ‘Permit holders or non-permit holders for 2 hours Mon-Sat 8am-6.30pm’ parking bay on the south side will be reduced by 4.5 metres, and relocated to the north side at the eastern end of the existing ‘Permit holders only’ parking bay. No loss of parking provision will be experienced as a result.

Have your say.

Please read the detailed information provided on this consultation and take the time to complete the survey as your views and opinions matter. Your response should be completed and returned by 5pm on Friday 05 May 2023.

Whilst we will endeavor to answer simple queries during the course of the consultation, any more complex questions/issues will be appraised and dealt with as part of consultation process.

What happens next?

The County Council will review the responses and if necessary (i.e. if objections are received) prepare a report to be presented to the Cabinet Member for Highway Management at a meeting scheduled for later in 2023. This will be public meeting at which members of the public may apply to speak. The agenda and reports for meetings will be made available on the Oxfordshire County Council web site about a week before the meeting (please note that occasionally it is necessary to defer reports to a later meeting, and it is therefore advisable to check the agenda ahead of attending a meeting). The Forward Plan of decisions meetings can be viewed here.
