This consultation has now concluded.

Following on from the making permanent of the previous Experimental Traffic Regulation order (see details here) in September, we're now asking for your views on the proposals to make amendments in North Parade Avenue which will provide a safe pedestrian & cycle area, and help to improve the environment for residents and visitors to the local retail premises. Specifically, the following aspects are being proposed:

  1. create a safe zone in North Parade Avenue (the Restricted Road) between Banbury Road and Winchester Road - from November to March between 10am and 6.30pm and from April to October between 10am and 9pm, with exemptions provided for Emergency service vehicles, essential services, and for residents vehicles requiring access to premises,
  2. The Restricted Road will be signed as Prohibition of Vehicles (cycles/scooters must be pushed through the closed/gated area),
  3. The One-Way traffic restriction will be removed,
  4. There will be a prohibition of loading and unloading in the Restricted Road during the closure hours,
  5. Loading bays will be provided in Winchester Road, on the west side (in place of a previously removed Disabled Persons Parking place) and in the Banbury Road Bus Lane,
  6. A Disabled Persons Parking bay will be provided in Winchester Road, on the east side in place of an existing Residents Parking place.

Oxfordshire County Council will collate all correspondence and comments received in response to this consultation, and they may be disseminated widely for these purposes and made available to the public.

Whilst we will endeavor to answer simple queries during the course of the consultation, any more complex questions/issues will be appraised and dealt with as part of consultation process.

What happens next?

The County Council will review the responses and if necessary (i.e. if objections are received) prepare a report to be presented to the Cabinet Member for Highway Management at a meeting scheduled for later in 2022/early in 2023. This will be public meeting at which members of the public may apply to speak. The agenda and reports for meetings will be made available on the Oxfordshire County Council web site about a week before the meeting. Please note that occasionally it is necessary to defer reports to a later meeting, and it is therefore advisable to check the agenda ahead of attending a meeting, the Forward Plan of decisions meetings can be viewed here.
