We're asking for your views on the proposal to introduce new pedal cycle parking facilities within various roads in Oxford. The proposals will see the introduction of some secure on street cycle parking, with changes being made to local car parking provision to allow the installation across four streets (Cranham Street, Nelson Street, Great Clarendon Street & Hayfield Road) within the Jericho & North Oxford Controlled Parking Zones.

Changes to car parking in Jericho and North Oxford to accommodate Bike hangars

The county council, working with Thames Valley Police, is proposing to introduce secure on street cycle parking facilities in a small number of streets in the Jericho and North Oxford areas of the city. The intention is that this would be in the form of ‘cycle hangars’ (for details see below). In order to accommodate these on the streets in question, changes are proposed to some car parking bays and double yellow lines in the Jericho and North Oxford Controlled Parking Zones.

Thames Valley Police has received funding from the Home Office Safer Streets Fund to go towards measures that are intended to cut crime and its impact on communities. Oxford has high rates of cycle theft and many residents in this area have limited options to securely park their bikes. The county council supports the introduction of secure on street cycle parking in order to encourage more people to own and use a bike. This fits with the county council’s transport and climate change policies including enabling a net zero carbon Oxfordshire by 2050.

Where are the proposed changes to car parking?

The streets where changes are proposed to car parking to allow bike hangars are:

  • Cranham Street
  • Great Clarendon Street
  • Nelson Street
  • Hayfield Road

The proposed changes to car parking will allow the introduction of a total of 5 cycle hangars (2 are proposed for Hayfield Road) which equates to secure on street parking for 30 bicycles in total across these four streets.

What is a cycle hangar?

A cycle hangar is an accessible, secure solution to long-term cycle parking that protects bikes from theft (and also the weather). They can easily store six bikes within the space taken up by a small car and are particularly useful in areas where homeowners are unable to securely store their bikes on their property.

These locations for bike hangars have been chosen because the area as a whole has seen a number of recorded bike thefts in recent years and many of the properties have front doors that open directly onto the pavement; the main solution for storing bikes is currently therefore propping it up against the front wall. This is far from the most secure way to store a bike and can cause an obstruction on the pavement.

Whilst bike hangars have been very successfully used elsewhere e.g. London, Edinburgh, Glasgow, we are proposing only a small number of sites as part of this project which will help the council understand how this solution to the lack of local secure cycle parking works in Oxford. If approved and the solution is considered to work well by the council and users, expanding the provision would be explored subject to further funding being made available.

How would the hangars work?

Residents would apply to use a space within a cycle hangar and if successful would be given a key in exchange for the payment of an annual fee. A successful application for a space in a hangar and the payment of an annual fee would guarantee a space in the hangar for 12 months. The final price for the annual fee is yet to be determined but if the scheme budget allows the intention is that it should not be more expensive than the current cost of a residents parking permit (£65). If there are more applications than there are spaces, a waiting list system would operate.

A decision about which supplier will be used to provide the bike hangars has not been made yet. If the changes to parking are approved, it could be one of these:

Both of these potential bike hangar solutions have achieved Sold Secure Accreditation and are officially recommended through the Police Preferred Specification programme

An alternative to the bike hangar parking solution that has already been used in some East Oxford Streets is the 'Streetpod'. The 'Streetpods' are also Sold Secure accredited. As the 'Streetpods' are not enclosed, bicycles would be exposed to the elements. Also, on a daily basis, this is a first come first served cycle parking solution. However it does help address the problem of lack of secure cycle parking in this area and does not require residents to pay to park their bikes. Please indicate in your response to this consultation if you prefer this 'Streetpod' solution over the cycle hangars for secure on street cycle parking.
