Oxford: Cowley Central East - proposed Controlled Parking Zone (CPZ) amendments

Following the implementation of the ‘Cowley Central East’ Controlled Parking Zone (CPZ) in June 2021, a review of the workings & effectiveness of the scheme has been carried out based on a combination of feedback from local residents and the local County Councillor. The Councillor has been involved in the design of the amendments and is supportive of their aims. As a result of the feedback received & the resulting Officer consideration, various amendments are being proposed:
New sections of ‘No Waiting at Any Time’ (double yellow lines) parking prohibition will be introduced along parts of: Barns Road, Bailey Road, Boswell Road, Frederick Road & St Lukes Road. This is to reduce obstruction to moving traffic, and to allow safer space for cyclists.
Additionally, in Boswell Road a new two-hour limited waiting parking bay ‘Monday to Saturday 8am-6.30pm’ is proposed on the south-eastern side adjacent to the play area to allow for more visitors parking.
In St Lukes Road the existing one-hour parking bays on either side of the carriageway (adjacent to the Telephone Exchange) are proposed to become shared-use ‘Permit holders’ and ‘two-hour parking bays Monday to Saturday 8am-6.30pm’, with adjustments to their extents. This gives more opportunity for residents parking in response to local representations for such. The two-hour limit also gives more parking opportunity for visitors and brings parking measures more in line with other roads in this area.
Finally, the remaining areas of two-hour parking places `No return within one hour` located on Barns Road near property Nos.37 and 49/61, will be extended to two hours.

What happens next?
The County Council will review the responses and if necessary (i.e. if objections are received) prepare a report to be presented to the Cabinet Member for Highway Management at a meeting scheduled for early in 2024. This will be public meeting at which members of the public may apply to speak. The agenda and reports for meetings will be made available on the Oxfordshire County Council web site about a week before the meeting (please note that occasionally it is necessary to defer reports to a later meeting, and it is therefore advisable to check the agenda ahead of attending a meeting).
