This consultation has now concluded.

We're asking for your views on the proposal to introduce new parking restrictions and highway improvement measures as part of the redevelopment of the Blackbird Leys District Centre and land adjacent to Knights Road, which will also include a realignment of the existing carriageway. Specifically, the measures comprise of the following:

  1. new ‘No Waiting at Any Time’ (double yellow lines) parking prohibition on both sides of Blackbird Leys Road, from a point 42 metres northwest of the northern kerb line of Moorbank, southwards to its junction with Pegasus Road,
  2. new Zebra’ crossing (for use by pedestrians) on Cuddeson Way to be located approx. 15 metres northeast of its junction with the Blackbird Leys Road main carriageway,
  3. new ‘Tiger’ crossings for use by pedestrians & pedal cycles on Blackbird Leys Road to be located approx. 20 metres north of its junction with Cuddeson Way, and approx. 100 metres north of its junction with Pegasus Road, and
  4. sections of new shared & segregated cycle paths to be introduced along Blackbird Leys Road.

The proposals seek to encourage ‘active travel’ whilst also improving safety for the more vulnerable road users, including pedestrians and pedal-cyclists.

What happens next?

The County Council will review the responses and if necessary (i.e. if objections are received) prepare a report to be presented to the Cabinet Member for Highway Management at a meeting scheduled for later in 2024. This will be public meeting at which members of the public may apply to speak. The agenda and reports for meetings will be made available on the Oxfordshire County Council web site about a week before the meeting (please note that occasionally it is necessary to defer reports to a later meeting, and it is therefore advisable to check the agenda ahead of attending a meeting).
