We're asking for your views on the proposals to reduce speed limits on the A423 Southern & Eastern bypass and on some of its approaches as part of the wider A423 Kennington improvement works scheme (click here for details). Specifically, the proposals comprise of the following aspects:

1. Proposed 50mph speed limit in place of the existing 70mph National speed limits:

  • A423 Southern bypass - between the A34 Hinksey Hill Interchange roundabout & the A4144 Kennington roundabout,
  • A423 Eastern bypass - between the A4144 Kennington roundabout, & the Heyford Hill roundabout.

2. Proposed 50mph speed limit in place of the existing 60mph National speed limits:

  • The A423 Southern bypass westbound slip road - for a distance of 50 metres southwards from the bypass,
  • Old Abingdon Road - for a distance of 25 metres northwards from the bypass.

3. Proposed 30mph speed limit in place of the existing 60mph National speed limits:

  • Old Abingdon Road - between the bypass & the existing 30mph speed limit at Redbridge,
  • Kennington Road - between Old Abingdon Road & the existing terminal point at Kennington,
  • The A423 Southern bypass westbound slip road - between Kennington Road & the bypass.

What happens next?

The County Council will review the responses and if necessary (i.e. if objections are received) prepare a report to be presented to the Cabinet Member for Highway Management at a meeting scheduled for later in 2023/early in 2024. This will be public meeting at which members of the public may apply to speak. The agenda and reports for meetings will be made available on the Oxfordshire County Council web site about a week before the meeting (please note that occasionally it is necessary to defer reports to a later meeting, and it is therefore advisable to check the agenda ahead of attending a meeting).
