How many parking spaces are being removed?
In total we estimate that there is capacity for up to 41 vehicles to currently park on Hollow Way south of its junction with Horspath Road with space for roughly 15 vehicles on the western side of Hollow Way and 26 vehicles on the eastern side. Between the hours of 9am to 4pm (Monday to Saturday) the parking spaces are restricted to a maximum stay of 30 minutes.
Currently all parking loading and waiting is prohibited on Hollow Way through an urban clearway* restriction between 7.30am and 9.00am and between 4.00pm and 6.00pm Monday to Saturday.
*An urban clearway is an area where vehicles are prevented from parking or stopping during stated hours.
What is the existing demand for parking on Hollow Way?
The county council has carried out vehicle movement surveys on Hollow Way across different days and times to get a better understanding of existing parking demand on the road. The surveys found that at the busiest times (which were a weekday or Saturday morning) approximately 30% of parking spaces (13 spaces) on Hollow Way are occupied.
What other accessible locations are there for people to park in?
Parking surveys of surrounding streets off Hollow Way suggest that at any one time there is sufficient capacity for displaced parking from Hollow Way to be accommodated. These streets allow people who are not residents of those specific streets to park for up to two hours Monday to Friday (9am-5pm).
What about loading access for my business?
We recognise that loading and deliveries are a vital part of business' operations. Vehicle loading will still be permitted on Hollow Way however it will be prohibited between the hours of 07:00am - 10:00am and between 16:00 - 19:00, Monday to Sunday.
Why are the amendments proposed?
Hollow Way is a narrow road, and coupled with on-street parking on the road, there is a longstanding problem because there is not enough space for vehicles to pass one another easily on the road.
This causes traffic congestion, makes it more difficult for residents and businesses on the roads to enter and exit their properties, and creates a safety risk for people using the road.
The congestion is a particular issue for local bus services who report regular delays when using the route due to this.
Won’t removing the parking risk increase vehicle speeds?
The speed limit along Hollow Way south of the Horspath Road junction is 20mph. Whilst an increase of dangerous vehicle speeds are not anticipated, should a scheme to remove vehicle parking on Hollow Way be approved at a future point, the county council would look to carry out surveys after the changes had been put in place, to monitor traffic flow and behaviour. If the surveys showed an issue with vehicle speeds, we would look at what changes could be made to address the issue.
I am a resident who parks on Hollow Way, where could I park if these proposals were put in place?
Properties on Hollow Way are in a controlled parking zone (CPZ). The properties with odd numbers (nos. 1-177) on the western side of Hollow Way are included in the Temple Cowley CPZ and are also permitted to park on the side streets west of Hollow Way (Salegate Lane and Crescent Road) The properties with even numbers (nos. 32-166) on the eastern side of Hollow Way are included in the Hollow Way South CPZ and are also permitted to park on the side streets east of Hollow Way (Fern Hill Road and Marshall Road).
