Hollow Way (Oxford) proposed parking amendments
Consultation has concluded
Between Tuesday 8 October 2024 and Tuesday 5 November 2024 we invited you to share your thoughts on potential amendments to parking and to simplify parking restrictions on Hollow Way to make the road safer and easier to travel in. These amendments, if made, would necessitate the loss of some space currently used for vehicle parking.
There are longstanding issues on Hollow Way, where its narrow width coupled with on-street parking create congestion and a safety risk as there is not sufficient space for vehicles to easily pass one another. This is a particular issue for local bus services who regularly use the route and report regular delays. The issue also leads to traffic congestion and makes it more difficult for residents and businesses on the road.
The proposed amendments are intended to address traffic concerns south of Horspath Road and are set out on the attached plan. They are:
- To remove existing parking bays on Hollow Way
- To amend the timings for when loading is prohibited on Hollow Way to between 07:00 to 10:00 (7am to 10am) and between 16:00 to 19:00 (4pm to 7pm) seven days a week
- To prohibit waiting on Hollow Way at all times.
What restrictions are there in Hollow Way at the moment?
There are nine sections of time restricted parking along Hollow Way which provide a capacity for up to 41 vehicles. At the moment there is a mix of double yellow lines, no waiting restrictions, set loading times permitted and clearway restrictions (meaning you cannot stop within the marked clearway zone at particular times). Details are set out on proposals plans available on this page.
Businesses
We are aware the parking can be particularly important for businesses, and that a number of the existing parking bays that could be removed are located next to businesses along Hollow Way.
Officers are discussing with and looking at some key concerns raised by businesses on Hollow Way. If you are a local business owner and would appreciate an opportunity to also discuss the proposals with officers please contact place.planning.central@oxfordshire.gov.uk.
What happens next?
Following this informal engagement exercise, we are now reviewing all the feedback we have received in relation to Hollow Way proposed parking amendments. The feedback will help us draft a formal proposal that we will consult on. The outcomes of any formal consultation would then be presented and decided on at a county council Cabinet Member Decision meeting.
