We're asking for your views on the proposal to introduce various highway and active travel improvements in Heyford Park (near Bicester), which are being put forward as a result of the development of land north of Camp Road on the former RAF Upper Heyford site at Heyford Park for up to 1,175 new dwellings – which also includes the construction of a new access road with associated signalised junction.
The proposals include extending the existing 20mph speed limit on Camp Road eastwards to cover the planned signalised junction for the new Chilgrove Drive (i.e. access road to development), with additional 30mph speed limit buffers (300 metre in length) also being planned on the Upper Heyford Road & the un-named road running southwards, both leading to the village 20mph speed limit – which will help improve road safety by slowing vehicle speeds appropriately on the approach to the residential areas.
Due to the construction of the new access road, the old Chilgrove Drive will see the introduction of a new ‘Prohibition of Motor Vehicles’ restriction, which will help to ensure safety for pedestrians, pedal-cyclists, and horse riders accessing the public rights of way in the area (access will be retained for the Emergency Services and those requiring legitimate access). Servicing this new active travel route (i.e. the old Chilgrove Drive) will be a new Pegasus crossing (signalised crossing for use by pedestrians & horse riders) on Camp Road, with associated 3-metre shared foot & cycleways, helping to ensure appropriate connectivity in the area.
Have your say.
Please read the detailed information provided on this consultation and take the time to complete the survey as your views and opinions matter. Your response should be completed and returned by 5pm on Friday 20 November 2026.
Whilst we will endeavour to answer simple queries during the course of the consultation, any more complex questions/issues will be appraised and dealt with as part of consultation process.
What happens next?
The County Council will review the responses and if necessary (i.e. if objections are received) prepare a report to be presented to the Cabinet Member for Highway Management at a meeting scheduled for early in 2027. This will be public meeting at which members of the public may apply to speak. The agenda and reports for meetings will be made available on the Oxfordshire County Council web site about a week before the meeting (please note that occasionally it is necessary to defer reports to a later meeting, and it is therefore advisable to check the agenda ahead of attending a meeting). The Forward Plan of decisions meetings can be viewed here.
