We're asking for your views on the proposal to install 'Automatic Number Plate Recognition' (ANPR) cameras at a number of locations to help enforce the current restrictions in place.

We want to ensure that Oxfordshire’s roads remain as safe and accessible as possible. Using intelligence provided by Thames Valley Police, traffic & congestion monitoring, and members of the public - the council has identified several sites they consider appropriate for enforcement on the basis of ensuring the safety of road users, and to minimise congestion on the road network.

These sites have existing restrictions in place and ANPR enforcement will help the Council better enforce these. The potential sites identified for camera enforcement are as follows:

The expected benefits for ANPR enforcement at these sites include, but are not limited to, the following:

  • Further reduce contraventions by motorists, particularly 2 wheeled motor vehicles
  • Improve safety for pedestrians and cyclists
  • Improves motorist safety
  • Time saving for emergency vehicles
  • Improved traffic flow at peak periods

The sites meet our selection criteria, which can be found in the 'Consultation documents' on the right-hand side.

Note - Under the proposed enforcement, motorists who contravene the restriction may be subject to a Penalty Charge Notice (PCN) payable at a rate of £70, discounted to £35 if paid within 21 days. An appeals process is in place for motorists who believe a PCN has been issued unfairly.

Whilst we will endeavor to answer simple queries during the course of the consultation, any more complex questions/issues will be appraised and dealt with as part of consultation process.

What happens next?

The County Council will review the responses and if necessary (i.e. if objections are received) prepare a report to be presented to the Cabinet Member for Highway Management at a meeting scheduled for early in 2025. This will be public meeting at which members of the public may apply to speak. The agenda and reports for meetings will be made available on the Oxfordshire County Council web site about a week before the meeting (please note that occasionally it is necessary to defer reports to a later meeting, and it is therefore advisable to check the agenda ahead of attending a meeting). The Forward Plan of decisions meetings can be viewed here.
