Oxfordshire County Council (OCC)’s Community Asset Transfer (CAT) and Community Leasing policies seek to recognise and maximise the benefits of the devolution of assets to local communities. It seeks to do this by transferring the ownership or leasing OCC owned properties to community groups in recognition of the social value that they generate. The two policies are very similar, but deal with different types of contracts.


Community Asset Transfer is about transferring the ownership of land or buildings from OCC to a community organisation at less than “best consideration” – that is less than full market value – in order to achieve a public benefit.

Community Leasing follows the same principles, but refers to the leasing of land of buildings a less than best consideration, in order to achieve a public benefit.


We are also conducting an online survey which asks for feedback on the draft policies.
