We're asking for your views on the proposals to make further amendments to speed limits on the B4047 Burford Road and the unnamed road to Asthall, which are being put forward in order to help improve road safety generally, and additionally to address potential safety issues due to the intensification of use of adjacent retail/commercial premises – including the construction of a new access to a car park on the south side of the B4047 at Asthall.

The proposed changes comprise new 30mph and 40mph speed limits in the vicinity of the above premises, as well as new 50mph speed limits either side of Minster Lovell village on the B4047 are also proposed, reducing the limit from the existing 60mph National speed limit.

The proposals form part of the Councils ‘Vision Zero’ strategy of a safe system approach to reducing fatal and severe injuries to road users, with the introduction of lower speed limits in the area helping to promote ‘active travel’ choices, which include walking, cycling, scootering and skating. Supporting and encouraging active travel is fundamental to Oxfordshire’s strategy for a sustainable, equitable and inclusive mobility future.

What happens next?

The County Council will review the responses and if necessary (i.e. if objections are received) prepare a report to be presented to the Cabinet Member for Highway Management at a meeting scheduled for early in 2026. This will be public meeting at which members of the public may apply to speak. The agenda and reports for meetings will be made available on the Oxfordshire County Council web site about a week before the meeting (please note that occasionally it is necessary to defer reports to a later meeting, and it is therefore advisable to check the agenda ahead of attending a meeting).
