A4260 Kidlington Roundabout - consultation on revised designs

Welcome to the consultation page for proposals relating to improvement works on the A4260/A4165 Kidlington Roundabout.

These works are part of several road improvement projects along the A44 and at Kidlington Roundabout, which together are referred to as the North Oxford Corridor (NOC) project.

Between 30 June and 12 August 2022, we held a statutory public consultation on the initial design and layout for the proposed improvement works on the A4260/A4165 Kidlington Roundabout, which included a survey asking for comments and feedback.

As a result of this consultation, and the feedback we received, we undertook a review of the design and layout of the scheme, before progressing to the next stage. All comments received have been taken into account and a number of significant changes to this scheme have been proposed as a result (these are listed below).

Elements of the previous design which are no longer part of the project scope:

  • All proposed carriageway renewal works.
  • All proposed works affecting the central roundabout island (including additional circulatory traffic lane and the associated earthworks / tree removal which this required).
  • All proposed roundabout traffic signalisation works (but retaining traffic signalisation associated with new crossing points).
  • Proposed carriageway widening and revised bus lane arrangement at the Oxford Rd (A4260) entry to the roundabout.
  • Proposed amendments to the alignments of the central reserve / splitter island on Bicester Rd and Oxford Rd (A4165).
  • Proposed carriageway narrowing on the nearside of the Frieze Way (A4260) northbound carriageway.
  • Proposed shared use paths.

Elements of the previous design which have been kept as part of the scope:

  • Retained the proposed bus lane on the Bicester Rd entry arm to the roundabout.
  • Retained the proposed reduction in speed limit from 40mph to 30mph on all arms and the roundabout circulatory.
  • Overgrown hedges to be trimmed back and removal of lower branches to lift the height of the base of multiple trees to provide visibility of the traffic signals and create sufficient headroom for cyclists.

New elements which will form part of the proposed design scope:

  • Introduction of new segregated footways and cycle tracks around the circulatory of the roundabout.
  • Introduction of new, more direct, signalised crossings on Bicester Rd, Oxford Rd (A4165) and Frieze Way (A4260). These crossings will consist of single stage crossings for cycle users and two-stage crossings for pedestrians.
  • Amendments to the alignment of the splitter island on Oxford Rd (A4165) to accommodate the new crossing.
  • Amendments to the alignment of the central reserve on Bicester Rd, to provide a safe pedestrian refuge, and realignment of the nearside carriageway kerb line on the exit from the roundabout to accommodate the widened central reserve.
  • Introduction of new protected cycle entry / exit on Oxford Rd (Minor) for cyclists on NCN route 51 to re-join / exit the carriageway from / to the proposed shared use path.

What happens next?

The county council will review all the responses from both consultations and prepare a report to be presented to the Cabinet Member for Travel and Development Strategy. This is a public meeting at which members of the public may apply to speak. The date, agenda and reports for this meeting will be available on the Oxfordshire County Council website during the week before the meeting (please note that occasionally it is necessary to defer reports to a later meeting, and it is therefore advisable to check the agenda ahead of attending a meeting).
