Consultation has concluded
In early 2023, we invited feedback on the draft Witney Local Cycling and Walking Infrastructure Plan (LCWIP). The LCWIP outlines our long-term vision for improving walking and cycling infrastructure across Witney and the surrounding area up to 2023, to aid people to cycle and walk more often. In total 76 responses were received. Overall, of those who completed the questionnaire 56% thought the proposed cycling improvements were ‘ambitious’ or ‘adequate’ and 64% though the proposed walking improvements were ‘ambitious’ or ‘adequate’.
Feedback also included concerns about the funding and financing of the proposed plan. Specifically, there is a lack of clarity about where the funds for the project will come from and how they will be managed.
Additionally, there are concerns about the potential impacts of the proposed plan on the local community, including potential traffic congestion, loss of green spaces, and potential impacts on local businesses.
Additionally, there are concerns about the lack of consultation with the local community and stakeholders, which could result in a lack of buy-in and support for the proposed plan.
Finally, there are concerns about the lack of detail in the proposed plan, which could make it difficult to evaluate and assess its effectiveness.
We also received many comments on the 100 or so specific proposals in the plan.

Based on the feedback received we have made several changes to the Witney LCWIP including:
Adding more detail to outline how the plan could be funded
Clarifying how each scheme will be consulted on in depth with a wide range of stakeholders and the public in order to develop the scheme specifics and minimise any unintended consequences
Updated how the plan will be monitored
Changed scheme proposals where feedback received
Once these changes were made the plan was approved by the Cabinet Member for Highways Management in March 2023. However, the plan is just the first step in improving cycling and walking facilities in Witney and a lot more work will take place in the future.
