The public will be able to comment in the future as part of a wider

consultation on the forthcoming Witney Area Travel Plan.


This study in the context of LTCP

Our Local Transport and Connectivity Plan (pdf format, 4.7MB) was adopted by full council in July 2022. The LTCP is our statutory Local Transport Plan, required under the Transport Act 2000. The LTCP is our fifth local transport plan and replaces the previous local transport plan (LTP4) which was adopted in 2015. The LTCP covers the time period to 2050.

The LTCP outlines a clear vision to deliver a net-zero Oxfordshire transport and travel system that enables the county to thrive while protecting the environment and making Oxfordshire a better place to live for all residents.

In order to track the delivery of the vision, the LTCP includes a set of headline targets.

These include targets to:

  • reduce 1 in 4 car trips by 2030
  • deliver a net-zero transport network by 2040
  • and have zero, or as close as possible, road fatalities or life-changing injuries by 2050.

We plan to achieve this by:

  • reducing the need to travel
  • discouraging individual private vehicle journeys
  • and making walking, cycling, public and shared transport the natural first choice.

The LTCP vision and policies will be used to influence and inform how we manage transport and the types of schemes we implement.

We are now working to implement the policies in the LTCP and develop the part 2 supporting strategies. The LTCP will also be supported by area and corridor travel plans, bus strategy, rail strategy, and digital strategy. These are being produced as a ‘part 2’ of the LTCP.


The forthcoming Witney Area Travel Plan

One of the supporting plans to the LTCP will be the forthcoming Witney Area Travel Plan. The Witney Bridge Street Area Transport Options Appraisal report has been taken forward now to inform that plan. The documents outline a transport options appraisal approach to reconsidering, in light of the aims of the 2022 Oxfordshire Local Transport and Connectivity Plan, how the Bridge Street area of Witney and proposed West End Link Road (WEL) could operate in the future.

The report documents how 13 main options have been appraised, supported in some cases by a number of sub options. The report recommends a single option is taken forward, Option 4.1 and we would like your view on this. Summary of Recommended Option 4.1

Option 4.1 proposes

  • a clockwise gyratory for general traffic

  • two-way traffic on the proposed West End Link, with segregated cycle facility and footways

  • a contraflow (or northbound) bus lane on Bridge Street, with cycling permitted in the bus lane.

  • Assumes, for modelling purposes, the Northern Distributor Road, local modal filters and A40/B4022 Shores Green west facing slip roads.
