This consultation has now concluded.
We're asking for your views on the proposals to make changes to on-street parking restrictions within the centre of Thame, in order to help manage residential parking whilst also improving access to amenities. Specifically, the proposals comprise of the following measures:
'No waiting at Any Time’ parking restrictions (Double Yellow Lines - 'DYLs'):
will see some additions in Church Road, Ludsden Grove, and Lupton Road,
existing ‘No Waiting Monday to Saturday, 8am – 6pm’ (single yellow lines) on parts of Church Road will be changed to DYLs,
existing DYLs on Chinnor Road will be removed and replaced with a white access protection line (WAP) in front of the access between Nos.101 & 103.
Permit holder only bays (TH prefix) operating between ‘8am to 6pm Monday to Saturday’ will be introduced on Church Road as follows:
opposite Nos.3-4 & Nos.5-6,
opposite the vehicular access to Tithe Barn, and
north of the exit to Thame Barns Centre.
‘Shared-use (permit holder, or general 2 hour parking) bays, Monday to Saturday, 8am to 6pm' in place of current permit holder bays and DYLs, will be introduced on North Street as follows:
west side – existing bay adjacent to No.5a,
east side – new bay replacing the existing no waiting restrictions adjacent to No.50 for a total length of 9.5 metres.
The marked `informal` Disabled Persons Parking bay on the east side of Church Road in front of the access to St. Mary Church will be formalised as permanent.
Those properties which would be eligible to apply for permits would be residents of: Church Road. Whilst those properties currently limited to only apply for annual ‘Residents Parking Permits’ in High Street, Cornmarket and Upper High Street will become be eligible to apply for ‘Residents and Visitors`Permits’ in the `TH` zone.
* Notes: the general operating principles that would apply for the permit scheme are outlined below:
Resident’s permits are limited to 1 per resident with a maximum of 2 per property,
Only eligible residents may apply and proof of residency and vehicle ownership will be required on application,
The fee for a resident’s permit is currently set at £100 per annum, per vehicle,
Visitors are catered for by scratch-cards which last for 24 hours when used. 25 per annum are issued free and residents can purchase an additional 25 after a 6 month period for £31.50 (no charge for residents over 70) - maximum 50 per annum,
Blue badge holders can park in permit parking areas/bays without the need to display a permit,
A permit allows the holder to park in an area/bay designated for use with that permit. It does not allow the user to contravene other restrictions such as double yellow lines. It also does not guarantee a space directly outside a property and any marked spaces are not allocated or reserved to induvial permit holders, and
Permits are available for contractors carrying out works on properties and for registered carers and healthcare workers.

The County Council will review the responses and if necessary (i.e. if objections are received) prepare a report to be presented to the Cabinet Member for Highway Management at a meeting scheduled for later in 2024/early in 2025. This will be public meeting at which members of the public may apply to speak. The agenda and reports for meetings will be made available on the Oxfordshire County Council web site about a week before the meeting (please note that occasionally it is necessary to defer reports to a later meeting, and it is therefore advisable to check the agenda ahead of attending a meeting).
