Welcome to the consultation page for the Relief to Rowstock - phase one scheme. This consultation involves an online survey, which can be completed below, and two drop-in events where you will be able to see the proposals in person and/or speak to the project team.

The online survey runs from 12:00pm on Tuesday 11 October 2022 to 11:59pm on Tuesday 8 November 2022. The drop in-events are on 20 and 27 October 2022, and all information on this page can be viewed there, including the maps/drawings and the survey. Please see the Drop-in events section on this page for more details.


Background information

The Relief to Rowstock scheme aims to provide improved bus journey time savings and reliability, and encourage sustainable modes of transport. It also aims to mitigate congestion at the Steventon lights junction (B4017 High Street), and provide improved connectivity to Milton Park and Harwell Campus.

In December 2020, we undertook early engagement with key stakeholders through a series of workshops to explain the scheme objectives, and seek feedback on any key issues and opportunities for consideration.

The project will be delivered in two phases, and we are now at a stage where we can showcase our proposals for phase one of the scheme to the public and gather feedback.

About the scheme

The project is looking at potential improvements to the existing network. These are shown in the General arrangement plans which you can view and download from this page.

Phase one:

  • Carriageway widening to provide an additional eastbound bus lane between Steventon lights junction and Milton Interchange.
  • Improved three-metre shared path for pedestrians and cyclists between Steventon lights and Milton Interchange. The shared path will also have a half-meter buffer and will which connects to existing footpaths.
  • Addition of new traffic lights with in-line crossing points over Trenchard Avenue and the A4130 with islands that are four metres wide.
  • New bus stop shelters and bike stands on either side of the A4130 near Trenchard Avenue.
  • Upgrade of Steventon High Street traffic lights with an in-line crossing for pedestrians and cyclists over the A4130 with islands that are four metres in width.
  • Widening to provide a segregated bus lane on the approach to the junction from the south.
  • Widening to provide three lanes on the approach to the junction from the north.
  • New speed limit of 40mph along the A4130.

Phase two:

Work is still ongoing to identify options for phase two. Further information about phase two will be made available at a later date and you will be able to provide feedback on this as part of a separate consultation.


Providing feedback

We would like you to share your views on our phase one proposals, by completing the online survey by 8 November 2022. This is your opportunity to contribute to how the scheme will work best for all those accessing the route between Didcot, Grove, Wantage, Harwell Campus and the Milton Interchange.

Once completed, your paper survey can be returned to the reception/service desk of the facility where you collected it by Tuesday 8 November 2022.
