Oxfordshire tobacco control strategy 2026-2030

Smoking is a behaviour known to increase the risk of serious illness and premature death and stopping smoking is the best thing an individual can do for their health and well-being. A broad range of services are in place to prevent people from taking up smoking in the first place and to support those who smoke tobacco to quit, and these services are referred to as “Tobacco Control”. Having a comprehensive Tobacco Control Strategy is one of the best things we can do for the public’s health.
This year, we are refreshing the Oxfordshire Tobacco Control Strategy (OTCS) for 2026-2030. The strategy aims to outline the priorities and targets that the Tobacco Control Alliance partners should come together to achieve and focus our actions where they are most needed.

In this survey you can tell us about your priorities for the Oxfordshire Tobacco Control Strategy and what actions you think need to happen to make Oxfordshire smokefree, support people who smoke to quit and prevent others from taking up smoking or vaping.
What you tell us will help to inform the strategy for the next five years and will underpin our key priorities during that time.

Our overall aim is to become a smokefree county by reducing smoking rates in Oxfordshire to below 5% by 2030 and support everyone to have a healthy lifestyle without the harmful effects of smoking.
A lot of information and evidence-based interventions are already available on smoking. With this survey, we would like your views to understand how smoking in Oxfordshire is viewed, how much of a problem it is perceived to be, how effective is the support currently offered, and what more you would like to see in terms of actions and services. When considering tobacco, this could include cigarettes, cigars, Shisha, waterpipe tobacco, cigarillos, heated tobacco, roll-your-own tobacco, pipe tobacco, bidis and kreteks, and smokeless tobacco products.
Next steps
Once the survey has closed, we will analyse and report on the findings, which will be used to update the draft strategy. We will be consulting on the draft strategy in June 2025, with that feedback developing the strategy further. After that it will go to the Health Improvement Board for formal agreement, with implementation in November 2025.
