We're asking for your views on the proposal to amend the eligibility of various properties within Oxford Controlled Parking Zones (CPZs) & Henley-on-Thames to apply for Residents & Visitors Parking Permits. The proposals are in accordance with parking policy, and are a result of the relevant planning permissions granted by Oxford City Council with associated conditions, and internal review of current eligibility when requested. The proposals are outlined in the table below:

Cowley Central East
exclude No.35 St Luke's Road from eligibility to apply for both resident's parking permits and residents' visitors' parking permits
Iffley
include Nos.1-10 Krebs Gardens to be eligible to apply for residents' visitors' parking permits only

include ‘Isis Farmhouse’ to be eligible to apply for both resident's parking permits and residents' visitors' parking permits;
Northway
exclude No.57 Borrowmead Road from eligibility to apply for both resident's parking permits and residents' visitors' parking permits
Summertown
exclude the six new properties at No.39 South Parade from eligibility to apply for both resident's parking permits and residents' visitors' parking permits
Henley-on-Thames
include Nos.1-16 Church Avenue to be eligible to apply for both resident's parking permits and residents' visitors' parking permits


Additionally, the following administrative amendments will be made as a result of inconsistencies being identified within the relevant Traffic Regulation Orders:

Cowley Marsh
confirm that Flat Nos.1-4 at No.184A Howard Street are eligible to apply for both resident's parking permits and residents' visitors' parking permits, having originally been omitted in error.
East Oxford
re-confirm that Flat Nos.1-12 at No.44 Princes Street are excluded from eligibility to apply for both resident's parking permits and residents' visitors' parking permits,
Marston North
administrative clarification of properties eligible to apply for permits following the previous CPZ boundary extension (catchment area). No changes are made for applicants.
Headington West
a correction is required due to a recent duplication of made variation orders. The amendment will simply merge the two `Variation No.5` 2025 orders – with no material changes made to existing scheduled restrictions, permit eligibility or any other order contents.
Henley on Thames
re-confirm that properties in Northfield End (South/West side from its junction with Bell Street to and including No.63, and North/East side from its junction with Bell Street to and including No.98) are eligible to apply for both resident's parking permits and residents' visitors' parking permits.

The County Council will review the responses and if necessary (i.e. if objections are received) prepare a report to be presented to the Cabinet Member for Highway Management at a meeting scheduled for later in 2025. This will be public meeting at which members of the public may apply to speak. The agenda and reports for meetings will be made available on the Oxfordshire County Council web site about a week before the meeting (please note that occasionally it is necessary to defer reports to a later meeting, and it is therefore advisable to check the agenda ahead of attending a meeting). The Forward Plan of decisions meetings can be viewed here.
