This consultation has now concluded.

We're asking for your views on the proposal to install two 'Automatic Number Plate Recognition' (ANPR) cameras at The Plain roundabout in order to help enforce the current banned left turn restriction for traffic travelling from the B480 Cowley Road into the A4158 Iffley Road.

The proposal is being put forward as an extra measure to help further improve upon efforts towards safer use of the Plain roundabout by traffic and other vulnerable road-users such as pedestrians, and particularly cyclists. Banned left turn activity is a road safety hazard at this very busy location and increases road risks for all road users.

Oxfordshire County Council wants to make our built environment safer. To enable this, road safety improvements have been implemented at The Plain roundabout in Oxford. As one of Oxford’s busiest roundabouts, The Plain has a large volume of through traffic, and there is a banned left turn in place and it has been noted a number of motor vehicles are still using this left turn. The county council continues its responsibility to consider the provision of convenient and safe movement of motor vehicles and other traffic, and the proposed measures are aimed at ensuring that danger is minimised whilst facilitating the effective and safe passage of traffic.

Note - Under the proposed enforcement, motorists who contravene the restriction may be subject to a penalty charge notice payable at a rate of £70, discounted to £35 if paid within 14 days. An appeals process is in place for motorists who believe a PCN has been issued unfairly.

Have your say.

Please read the detailed information provided on this consultation and take the time to complete the survey as your views and opinions matter. Your response should be completed and returned by 5pm on Friday 08 September 2023.

Whilst we will endeavor to answer simple queries during the course of the consultation, any more complex questions/issues will be appraised and dealt with as part of consultation process.

What happens next?

The County Council will review the responses and if necessary (i.e. if objections are received) prepare a report to be presented to the Cabinet Member for Highway Management at a meeting scheduled for later in 2023. This will be public meeting at which members of the public may apply to speak. The agenda and reports for meetings will be made available on the Oxfordshire County Council web site about a week before the meeting (please note that occasionally it is necessary to defer reports to a later meeting, and it is therefore advisable to check the agenda ahead of attending a meeting). The Forward Plan of decisions meetings can be viewed here.
