Oxford: Rose Hill - proposed Controlled Parking Zone (CPZ)
This consultation has now concluded.
We're asking for your views on the proposal to formally install a new Minimum Impact (low signage) CPZ in the Rose Hill area of Oxford. This follows on from the ‘informal’ consultation carried out in 2021, and the subsequent approval given to progress to formal consultation at a later date following the implementation of previously approved CPZs in other locations.
It is proposed that the scheme would be introduced as a ‘Permit Parking Area’ (PPA) which uses entry and repeater signs to inform motorists of the restrictions in place (e.g. no bay markings), with operational hours for the zone for ‘Residents Permit Parking’ being Monday to Sunday between 8am and 6.30pm. Non-permit holders will be eligible to park for a maximum of 2 hours with no return within 2 hours during these hours. This affords residents & visitors the flexibility of where they can park and reduces the amount of sign and line clutter.
The following roads will however include parking places for permit holders between 8am to 6.30pm all days, with non-permit holders permitted to park in the signed bays only for ‘3 hours with no return within 2 hours’ Monday to Sunday 8am to 6.30pm: adjacent to the retail premises in Courtland Road, and in Rose Hill service road adjacent to retail premises, replacing the existing time limited waiting restrictions.
Additional waiting restrictions in the form of ‘Prohibition of waiting at any time’ (double yellow lines) will be introduced in parts of: Ashurst Way, Courtland Road, Dashwood Road, Oxford Road, and on Rose Hill service road adjacent to retail premises, with all other existing double yellow lines will remain as currently marked.
The existing Single Yellow Lines (No Waiting 8am to 6.30pm Monday to Saturday) will be changed to Double Yellow Lines in Courtland Road, and on Rose Hill service road adjacent to retail premises, whilst the current ‘School Keep Clear’ markings on Lenthall Road & The Oval will be accompanied with a formalised restriction of ‘No Stopping 8am to 9.30am and 2.30pm to 4.30pm Monday to Friday’.

1. Residents of: Ashhurst Way, Asquith Road, Clinton Close, Cottesmore Road, Court Farm Road, Courtland Road (even Nos.2-6, odd Nos.1-13), Danvers Road, Dashwood Road, Desborough Crescent, Devereux Place, Fiennes Road, Jersey Road, Lambourn Road, Lenthall Road, Mortimer Road, Newlin Close, Oxford Road (odd Nos.49–59), Norman Brown Close, Nowell Road, Pattison Place, Radford Close, Rivermead Road, Rose Hill service road adjacent to retail premises (even Nos.76-154, Rowney Place (even Nos.2-4, odd Nos.1-7), Spencer Crescent, St Martins Road, Thames View Road, The Oval, Williamson Way, and Wynbush Road will be eligible to apply for residents annual parking permits.
2. Resident permits will be limited to one per resident with a maximum of two permits per property, and a resident may obtain a temporary permit for a replacement vehicle while their permanent vehicle is off the road. A person who is temporarily resident at a Zone Address for work purposes will also be eligible for a resident`s permit. A resident who is temporarily resident for study purpose does not qualify. Permits per property will be £80 per annum.
3. Visitors permits for residents aged 70 or over will be free of charge. For other residents the first block of 25 visitors permits will be free and the second block will be £31.50.

What happens next?
The County Council will review the responses and if necessary (i.e. if objections are received) prepare a report to be presented to the Cabinet Member for Highway Management at a meeting scheduled for 14 November 2024. This will be public meeting at which members of the public may apply to speak. The agenda and reports for meetings will be made available on the Oxfordshire County Council web site about a week before the meeting (please note that occasionally it is necessary to defer reports to a later meeting, and it is therefore advisable to check the agenda ahead of attending a meeting).
