We're asking for your views on the proposal to amend the eligibility of various properties within Oxford Controlled Parking Zones (CPZs) to apply for Residents & Visitors Parking Permits. The proposals are in accordance with parking policy, and are a result of the relevant planning permissions granted by Oxford City Council with associated conditions or internal review of current eligibility when requested. The specific proposals are outlined in the table below:

Lye Valley
exclude No.11 Glebelands from eligibility to apply for resident's parking permits & residents' visitors parking permits
Summertown
exclude the 12 new flats at Nos.287-291 Banbury Road from eligibility to apply for resident's parking permits & residents' visitors parking permits.
The Lakes
exclude the two new flats at No.75a Headley Way from eligibility to apply for resident's parking permits & residents' visitors parking permits


Additionally, the following administrative amendments will be made as a result of inconsistencies being identified within the relevant Traffic Regulation Orders (with no changes being made to existing permit eligibility):

confirming that specified properties in Old Road & Mark Road are eligible for permits
Magdalen North
confirming that specified properties in Cowley Road (as opposed to Cowley Street) are eligible for permits.

What happens next?

The County Council will review the responses and if necessary (i.e. if objections are received) prepare a report to be presented to the Cabinet Member for Highway Management at a meeting scheduled for later in 2026. This will be public meeting at which members of the public may apply to speak. The agenda and reports for meetings will be made available on the Oxfordshire County Council web site about a week before the meeting (please note that occasionally it is necessary to defer reports to a later meeting, and it is therefore advisable to check the agenda ahead of attending a meeting). The Forward Plan of decisions meetings can be viewed here.
