This consultation has now concluded.

We're asking for your views on the proposal to formally install a new Minimum Impact (low signage) CPZ in the Littlemore North area of Oxford. This follows on from the ‘informal’ consultation carried out in 2021, and the subsequent approval given to progress to formal consultation at a later date following the implementation of previously approved CPZs in other locations.

It is proposed that the scheme would be introduced as a ‘Permit Parking Area’ (PPA) which uses entry and repeater signs to inform motorists of the restrictions in place (e.g. no bay markings), with operational hours for the zone for ‘Residents Permit Parking’ being Monday to Sunday between 8am and 6.30pm. Non-permit holders will be eligible to park for a maximum of 2 hours with no return within 2 hours during these hours. This affords residents & visitors the flexibility of where they can park and reduces the amount of sign and line clutter

Additional waiting restrictions in the form of ‘Prohibition of waiting at any time’ (double yellow lines) will be introduced in parts of: Addison Drive, Bodley Road, Church Hill Road, Eastern Avenue, Herschel Crescent, Kelburne Road, Long Lane, Newman Road, Orchard Way, Rahere Road, and Van-Diemans Lane, with all other existing double yellow lines remaining as currently marked.

Note - Traffic management changes are also proposed in Westbury Crescent (within the potential CPZ boundary), which includes a one-way restriction, traffic calming, and additional parking restrictions. Further details on these proposals, including how to respond can be found here.

Permit notes:

1. Residents of: Addison Drive, Bodley Road, Cardinal Close, Church Hill Road, Cowley Road (even Nos.54-136, odd Nos.93-139), Eastern Avenue, Fairlie Road, Goodey Close, Herschel Crescent, Hillsborough Close, Hillsborough Road, Kelburne Road, Littlemore Road (even Nos.26-56, odd Nos.27-59), Long Lane, Mayfair Road, Newman Road, Orchard Court, Orchard Way, A4158 Oxford Road (even Nos.112-140), Rahere Road, A4158 Rose Hill (even Nos.42-54 & 62-68, odd Nos.43-77 & Nos.117-139), Sheldon Way, Van-Diemans Lane, Westbury Crescent, and Wykeham Crescent will be eligible to apply for residents annual parking permits.

2. Resident permits will be limited to one per resident with a maximum of two permits per property, and a resident may obtain a temporary permit for a replacement vehicle while their permanent vehicle is off the road. A person who is temporarily resident at a Zone Address for work purposes will also be eligible for a resident`s permit. A resident who is temporarily resident for study purpose does not qualify. Permits per property will be £80 per annum.

3. Visitors permits for residents aged 70 or over will be free of charge. For other residents the first block of 25 visitors permits will be free and the second block will be £31.50.

What happens next?

The County Council will review the responses and if necessary (i.e. if objections are received) prepare a report to be presented to the Cabinet Member for Highway Management at a meeting scheduled for 10 October 2024. This will be public meeting at which members of the public may apply to speak. The agenda and reports for meetings will be made available on the Oxfordshire County Council web site about a week before the meeting (please note that occasionally it is necessary to defer reports to a later meeting, and it is therefore advisable to check the agenda ahead of attending a meeting).
