We're asking for your views on the proposal to amend existing parking restrictions In Oxford City to accommodate additional parking bays for Electric vehicles to charge (EV parking places). Each of the following proposed EV places (5 hours with no return within 3 hours Monday – Saturday 8am–6.30pm) are within Controlled Parking Zones:

  1. Bevington Road: Near Nos.9/10,
  2. Farndon Road: North side at points 12m, 41m & 96m from Kingston Road and a point 50m from Woodstock Road junction,
  3. Frenchay Road: 14 metres west of Bainton Road, lengthened for 2 vehicles,
  4. Hamilton Road: Near Nos.51/53 and 50/52, and a point 264m east of Banbury Road,
  5. Juxon Street: 22m southwest of Allam Street,
  6. Lake Street: 6.6m west of No.43 Extending length to 10m,
  7. Sandfield Road: 30m north of London Road,
  8. Stone Street: 32m southeast of Nos.9/11,
  9. Tackley Place: 13m & 74m east of Kingston Road,
  10. Temple Road: Near No.21,
  11. Vicarage Close: Extending length by 2m,
  12. Warnborough Road: 70 metres south of the southern kerb line of Farndon Road; and near Nos.15/16,
  13. Winchester Road: 46m south of Canterbury Road,
  14. Wytham Street: 13 metres south of property No.38 Lincoln Road.

* The existing EV parking places in Lake Street, Frenchay Road and Vicarage Close will remain, but the permitted period for vehicle re-charging is increased from 3 hours to 5 hours with no return within 3 hours Monday – Saturday 8am – 6.30pm.

Note: As a result of these proposals, some parking provision will be lost for non-electric vehicles.

Additionally:

  • an EV parking place with the same restrictions (i.e. 5 hours with no return within 3 hours Monday – Saturday 8am – 6.30pm) is being proposed on West Street north of property Nos.58/59.
  • In Latimer Road (east side near Nos.45/47) a Car Club space will be created to allow for the removal of the space around the corner in All Saints Road. This will replace a length of Permit Holders Only parking Monday to Friday 8am – 7pm, Sat 2 – 4pm, with a 5 metre Car Club Permit Holders Only Parking place at all times.
  • The removed space in All Saints Road, will revert to Permit Holders Only parking Monday to Friday 8am – 7pm, Sat 2 – 4pm.

The reason for the change is to relocate the car club bay to a point adjacent to an electric vehicle charging point although there is no proposal to restrict the car club bay to electric vehicles only.

What happens next?

The County Council will review the responses and if necessary (i.e. if objections are received) prepare a report to be presented to the Cabinet Member for Highway Management at a meeting scheduled for later in 2022. This will be public meeting at which members of the public may apply to speak. The agenda and reports for meetings will be made available on the Oxfordshire County Council web site about a week before the meeting (please note that occasionally it is necessary to defer reports to a later meeting, and it is therefore advisable to check the agenda ahead of attending a meeting).
