We're asking for your views on the proposal to introduce new ‘on-carriageway’ cycle parking places at various locations within Oxford. The proposals will provide additional cycle parking capacity for both residents and visitors, and will include new high-quality cycle parking furniture that adheres to the latest design standards. Specifically, spaces will be provided on the following roads within the City:

  • Magdalen Road - on the existing kerbed build-out by Sidney Street & in place of the existing ‘2hr shared-use’ bay,
  • Boulter Street - in place of an existing ‘Permit holders only’ bay,
  • Cherwell Drive service road - in place of the existing ‘time-limited’ parking bay,
  • Leckford Place - in place of an existing ‘2hr time-limited’ parking bay,
  • Market Street - in the area of ‘No Waiting at Any Time’,
  • Observatory Street - in place of an existing ‘1hr time-limited’ parking bay.
  • St Andrews Road - in place of an existing ‘2hr shared-use’ bay, and
  • Wilberforce Street - in place of an existing ‘3hr shared-use’ bay.

Oxford City Council have a CIL funded City Cycling Infrastructure Fund designated for installing new cycle parking across the City. Any cycle parking installed with the fund is required to have community benefit, and therefore needs to be publicly accessible. The City and County Councils have been working collaboratively to identify suitable locations for new publicly accessible parking racks, following the compilation of a list of requests from residents, businesses and local Councillors.

Have your say.

Please read the detailed information provided on this consultation and take the time to complete the survey as your views and opinions matter. Your response should be completed and returned by 5pm on Friday 24 October 2025.

Whilst we will endeavour to answer simple queries during the course of the consultation, any more complex questions/issues will be appraised and dealt with as part of consultation process.

What happens next?

The County Council will review the responses and if necessary (i.e. if objections are received) prepare a report to be presented to the Cabinet Member for Highway Management at a meeting scheduled for later in 2025. This will be public meeting at which members of the public may apply to speak. The agenda and reports for meetings will be made available on the Oxfordshire County Council web site about a week before the meeting (please note that occasionally it is necessary to defer reports to a later meeting, and it is therefore advisable to check the agenda ahead of attending a meeting). The Forward Plan of decisions meetings can be viewed here.
