Following the implementation of the ‘Cowley Central West’ Controlled Parking Zone (CPZ) in March 2021, a review of the workings & effectiveness of the scheme has been carried out based on a combination of feedback from local residents and the local County Councillor. The Councillor has been involved in the design of the amendments and is supportive of their aims. As a result of the feedback received & the resulting Officer consideration, two main amendments are being proposed:
Firstly, following a request from the County Councillor ‘No Waiting at Any Time’ (double yellow lines) parking prohibition will be introduced along the entire length of Crowell Road, replacing existing lengths of single yellow lines & a two-hour shared parking bay.
Secondly, the existing double yellow lines on Rahere Road south of the junction Bartholomew Road (just outside the CPZ boundary) will be extended by approximately 30 metres, which seeks to remove dangerous/obstructive ‘overspill’ parking as a result of the introduction of the CPZ.

What happens next?
The County Council will review the responses and if necessary (i.e. if objections are received) prepare a report to be presented to the Cabinet Member for Highway Management at a meeting scheduled for early in 2024. This will be public meeting at which members of the public may apply to speak. The agenda and reports for meetings will be made available on the Oxfordshire County Council web site about a week before the meeting (please note that occasionally it is necessary to defer reports to a later meeting, and it is therefore advisable to check the agenda ahead of attending a meeting).
