We're asking for your views on the proposals to introduce new double yellow line parking & loading restrictions (all days, 7.30am-9.30am & 3pm-5.30pm) on Between Towns Road between its junctions with Oxford Road & Barns Road. This is being put forward as a result of obstructive parking, and will help prevent the issues currently identified, as well as protecting the road during peak traffic hours to ensure the flow of traffic is un-impeded.
In Temple Road - Officers have identified a section of the Permit Parking Area that was originally omitted from the ‘Temple Cowley’ zone, leaving it unrestricted. Therefore – in order to ensure consistency with the rest of the zone, and that legal enforcement of parking in the area can be undertaken – the layby adjacent to No.84 Temple Road will see the introduction of ‘shared-use’ limited waiting or permit holder parking (Mon-Fri, 8am-5pm).
On Stanley Road – a dropped kerb has been provided to specifically help facilitate access to the Mosque for disabled worshippers and visitors. However, the existence of a parking bay adjacent to the access means that vehicles often obstruct access, creating practical difficulties and safety concerns. Therefore, it is proposed that part of the ‘Permit Holders Only’ parking bay is replaced with new ‘No Waiting at Any Time’ (double yellow lines) restrictions, enabling the dropped kerb to be kept clear.
Have your say.
Please read the detailed information provided on this consultation and take the time to complete the survey as your views and opinions matter. Your response should be completed and returned by 5pm on Friday 07 August 2026.
Whilst we will endeavor to answer simple queries during the course of the consultation, any more complex questions/issues will be appraised and dealt with as part of consultation process.
What happens next?
The County Council will review the responses and if necessary (i.e. if objections are received) prepare a report to be presented to the Cabinet Member for Highway Management at a meeting scheduled for later in 2026. This will be public meeting at which members of the public may apply to speak. The agenda and reports for meetings will be made available on the Oxfordshire County Council web site about a week before the meeting (please note that occasionally it is necessary to defer reports to a later meeting, and it is therefore advisable to check the agenda ahead of attending a meeting). The Forward Plan of decisions meetings can be viewed here.
