Oxford: A4158 Rose Hill service road - Informal consultation
Oxfordshire County Council (OCC) is continuing to investigate how best to address the safety issue leading to the several serious injury collisions that have occurred when cyclists have been struck by vehicles turning into the southern access junction.
Following the initial proposal for Side Road Entry Treatments and the subsequent informal consultation on a one-way street arrangement, Officers have been directed to consider all possible options for measures to help reduce use of the service road by “rat-running” traffic (i.e. vehicles bypassing the traffic signals) and thereby also reducing the risk of further collisions, with the possible options listed below (full details of all options are available in the "Consultation documents"):
- One-way street,
- Physical barrier at the northern junction,
- Physical barrier at the southern junction,
- Prohibition of motor vehicles by ANPR enforcement at the northern access,
- Prohibition of motor vehicles by ANPR enforcement at a point within the service road,
- Prohibition of motor vehicles by ANPR enforcement at the southern access,
- Left turn ban at the southern junction (by ANPR camera),
- Side Road Entry Treatments,
- Speed humps.
Preferred option: OCC’s preferred solution is Option 5 – a northbound access restriction at a location (to be determined) within the service road, enforced by Automatic Number Plate Recognition (ANPR) cameras. The following paragraphs briefly set out why this is the preferred option, together with the reasons why the other options are not favoured.
This option would prohibit motor vehicles from passing through a specified point in a northerly direction only. The restriction would be enforced by one or more Automatic Number Plate Recognition (ANPR) cameras, with a fine payable for infringements. All vehicles would be able to pass through southbound.
It may be possible for residents’ vehicle registrations to be added to an exemption list, or permit scheme, so that they may legally pass through the camera-enforced restriction. A decision about residents’ permits would be made by the Cabinet Member for Transport Management when the decision is made on which option to take forward to design. Visitors to the dental surgery, however, would not be exempted, although they would be able to enter via the northern access so that they are facing the correct direction to exit via the southern end.
The precise location of the access restriction point has not been determined yet but will be decided during the detailed design phase if this Option is selected for further development.
