Consultation has concluded

From November 2023 to January 2024, we invited feedback on the proposed Oxfordshire Lane Rental Scheme

The proposal is to introduce a scheme that will drive behavioural change in those working in the street, so less works are done at busy times or the works are done in a different way, minimising the disruption the works cause to everyone using or relying on the streets.

A wide range of organisations including local neighbouring Highway Authorities, Utilities, road user representative groups and members of the public responded.

From the public

  • 75% of public responses were favourable toward the proposed streets to be included
  • 82% of public responses were favourable towards having proposed charge days Monday to Saturday inclusive
  • 54% of public responses were favourable towards including Sundays and/or Bank Holidays

For local neighbouring Highway Authorities, Utilities, road user representative groups please see our consultation report for full response to feedback provided.

Outcome and Next Steps

Following feedback from the consultation and latest guidance from Department of Transport and Highway Authorities & Utilities Committee we made the following changes:

  • The scheme proposal has been updated so it is able to apply Lane Rental charges 7 days a week including Bank Holidays, (excluding Christmas and Boxing Day)
  • Each road on the Lane Rental network will have days and times Lane Rental applies and this may include weekends; for example at a busy retail or leisure location. These Lane Rental streets, times and days will evolve over time to ensure the scheme maintains the maximum impact.

We have submitted our application to the Secretary of State, Department of Transport and are currently waiting for final decision and approval.
