We're asking for your views on the proposals to to reduce speed limits on the A423 Southern & Eastern bypass, and on some of its approaches in support of the wider A423 Kennington improvement works.

The proposals form part of the Councils ‘Vision Zero’ strategy of a safe system approach to reducing fatal and severe injuries to road users, with the introduction of lower speed limits in the area helping to promote ‘active travel’ choices, which include walking, cycling, scootering and skating. Supporting and encouraging active travel is fundamental to Oxfordshire’s strategy for a sustainable, equitable and inclusive mobility future.

These proposals mirror those previously consulted in October 2023 & subsequently approved by the Cabinet Member for Transport Management in December 2023 (item no.28), and are being re-considered due to expiration of the statutory two-year period within which to implement.

What happens next?

The County Council will review the responses and if necessary (i.e. if objections are received) prepare a report to be presented to the Cabinet Member for Highway Management at a meeting scheduled for later in 2025. This will be public meeting at which members of the public may apply to speak. The agenda and reports for meetings will be made available on the Oxfordshire County Council web site about a week before the meeting (please note that occasionally it is necessary to defer reports to a later meeting, and it is therefore advisable to check the agenda ahead of attending a meeting).
