The Including Everyone framework creates a vision for a more inclusive Oxfordshire. It includes the council’s equality goals, which we update every four years to comply with the public sector equality duty.
In April and May 2024 we asked you to share your experiences of good and bad inclusion in Oxfordshire, and your equality priorities for the next four years. As well as an online survey, we held workshops with different groups to make sure that we heard from a diverse range of people.
91 people joined one of our workshops (either online or in person) and 59 responded to our survey to share their views. Your feedback helped to shape our equality, diversity and inclusion goals for the next four years.

The most important goals for the council to concentrate on are staff values and skills, and having a diverse workforce.
Community groups and organisations are an important part of promoting equality in Oxfordshire, and we should work with them
Better communication and more education on diversity would make Oxfordshire more inclusive
Travel issues, socio-economic divides and risks to safety create worse experiences of inclusion.
We need to have an action plan to turn goals into reality.
We did
‘Inclusive Communities’ is one of the pillars of the Including Everyone framework, reaffirming our support for community groups and organisations and desire to work with them.
Added a new goal to the framework about communication. We aim to improve the way we communicate and engage with residents to plan and meet their diverse needs.
Committed to educating our staff so that they have the values, skills and knowledge they need to include everyone.
Developed measurable Key Performance Indicators (KPIs) for our EDI action plan, so that we can see what is improving and what needs more work.
Emphasised that every part of the council is responsible for inclusion, so we improve inclusion in all areas.
Next steps
The updated Including Everyone framework was approved by the council’s Cabinet in November 2024, and we are working hard to make our goals a reality. You can read the framework on our website.
