Oxford: Florence Park - proposed Controlled Parking Zone (CPZ)

We're asking for your views on the proposal to formally install a new Minimum Impact (low signage) CPZ to include those roads within the area approximately bounded by Cornwallis/Littlehay Road to the north, Henley Avenue to the west, Church Cowley Road to the south and Oxford Road to the east. This follows on from the ‘informal’ consultation carried out in November/December 2018, and the subsequent approval to progress to formal consultation at a later date (possibly following the implementation of the alternative CPZ schemes and subject to funding being available) granted in April 2019.

It is proposed that the scheme would be introduced as a ‘Permit Parking Area’ (PPA) which uses entry and repeater signs to inform motorists of the restrictions in place (e.g. no bay markings), with operational hours for the zone for ‘Residents Permit Parking’ being Monday to Friday between 9am and 5pm. Non-permit holders will be eligible to park for a maximum of 2 hours with no return within 2 hours during these hours. This affords residents & visitors the flexibility of where they can park and reduces the amount of sign and line clutter

Additional waiting restrictions in the form of ‘Prohibition of waiting at any time’ (double yellow lines) will be introduced in parts of: Campbell Road, Church Cowley Road, Cornwallis Road, Cornwallis Close, Eleanor Close, Florence Park Road (including the service road), Hendred Street, Kames Close, Littlehay Road, Lytton Road, Maidcroft Road, Outram Road, Rymers Lane, and Trevor Place.

Amendments will also be made to the single yellow line timed waiting restrictions in Edmund Road, Havelock Road, Rymers Lane (within the new Zone) & Oxford Road. Finally, double yellow line parking restrictions are also proposed on both sides of Rymers Lane north of the proposed CPZ boundary adjacent to Florence Park.

Whilst we will endeavour to answer simple queries during the course of the consultation, due the potentially large volume of responses received any more complex questions/issues will be appraised and dealt with as part of consultation process.

What happens next?

The County Council will review the responses and prepare a report to be presented to the Cabinet Member for Highway Management at a meeting provisionally scheduled for 24 September 2021. This is a public meeting at which members of the public may apply to speak. The agenda and reports for this meeting will be available on the Oxfordshire County Council web site about a week before the meeting (please note that occasionally it is necessary to defer reports to a later meeting, and it is therefore advisable to check the agenda ahead of attending a meeting).
