Faringdon: Coxwell Road - proposed highway improvements

We're asking for your views on the proposal to extend the existing 30mph speed limit on Coxwell Road in Faringdon, south-westwards to a point 145 metres southwest of its junction with Harrison Drive (i.e. the access to the new development), replacing the current 60mph national speed limit in the process. Additionally, the following highway improvement measures are also proposed for Coxwell Road:

  • Parallel crossings - consisting of a zebra crossing (for pedestrian use only) with an adjacent parallel priority cycleway, to be located southwest of its junction with Fernham Road, and southwest of its junction with Coleshill Drive,
  • Shared-use foot & cycle paths - ranging from 2.5m to 3.5m wide (depending on location) on both sides of the carriageway, and
  • Bus stop clearways - with associated ‘No Stopping except local buses’ restrictions, to be located on both sides of the carriageway, either side of the junction with the access to the new development.

These proposals have been put forward as a result of the development of land adjacent to Coxwell Road for residential purposes at the southern end of Faringdon, where obligations were set out in the `Section 106` planning agreement for the introduction of various traffic/highway improvement measures.

The extension of the 30mph speed limit will help to reduce speeds in the vicinity of the new access junction to the Wain Homes housing development site (The Steeds), whilst the introduction of parallel crossings, the conversion of existing footway into shared-use foot & cycle paths, and new bus stop clearways will all help encourages more ‘active travel’ by providing off-road cycling infrastructure along Coxwell Road, and the new bus facilities to encourage fewer private car journeys.

The County Council will review the responses and if necessary (i.e. if objections are received) prepare a report to be presented to the Cabinet Member for Highway Management at a meeting scheduled for later in 2025. This will be public meeting at which members of the public may apply to speak. The agenda and reports for meetings will be made available on the Oxfordshire County Council web site about a week before the meeting (please note that occasionally it is necessary to defer reports to a later meeting, and it is therefore advisable to check the agenda ahead of attending a meeting).
