We're asking for your views on the proposal to introduce a ‘Prohibition of Motor Vehicles & Horse drawn Carriages’ restriction on Cornhill Lane in East Challow, which is a BOAT (Byway Open to all Traffic) that links the A417 Faringdon Road to the north, and the B4507 Ickleton Road to the south.

The proposals are being put forward due to the unsurfaced nature of the Public Right of Way, and it being highly vulnerable following damage caused by motorised vehicles and the subsequent extensive works undertaken to repair the route.

Use will continue to be permitted for pedestrians, cycles, horses, disabled persons wheelchairs and powered mobility conveyances, and for access by agricultural land users and highway maintenance vehicles and refuse collection. Additionally, motorcycles will initially be permitted to use the route, however this will be reviewed after 12 months should the proposals be approved & implemented.

Clarification (17/10/24):

“This order seeks to prohibit motor vehicles & horse drawn carriages wider than 1.5m [4’11’’] all year round from using Cornhill Lane”

and

“Use will continue to be permitted for pedestrians, cycles, horses, disabled persons wheelchairs and powered mobility conveyances, motorcycles, horse drawn carriages less than 4’11’’ wide and for access by agricultural land users and highway maintenance vehicles and refuse collection”

The County Council will review the responses and if necessary (i.e. if objections are received) prepare a report to be presented to the Cabinet Member for Highway Management at a meeting scheduled for later in 2024. This will be public meeting at which members of the public may apply to speak. The agenda and reports for meetings will be made available on the Oxfordshire County Council web site about a week before the meeting (please note that occasionally it is necessary to defer reports to a later meeting, and it is therefore advisable to check the agenda ahead of attending a meeting).
