Consultation has concluded

The Chipping Norton Local Cycling and Walking Infrastructure Plan (LCWIP) is a plan for improving the cycling and walking infrastructure in Chipping Norton and connections to surrounding areas so that it is safer, more convenient, and more enjoyable to walk, wheel and cycle. The aim is to ultimately increase the number of people walking, wheeling or cycling for short local trips or as part of longer trips.

An online survey was hosted on Let’s Talk Oxfordshire between 29 January and 3 March 2025 with the aim of understanding local views on the Chipping Norton LCWIP, in particular the proposed network plans for cycling and walking and improvements.

In total, 25 people responded to the Let’s Talk consultation and a further 5 written responses were received, which have helped to shape the final version of the plan.

You said:

  • The cycling network needs further development so that it is comprehensive, including more connections to surrounding villages
  • Route improvements should be prioritised over individual improvements
  • Improvements to routes to school for walking and cycling are the highest priority
  • Motor vehicle volume and speed is a key barrier to more walking and cycling and needs to be addressed
  • The proposed walking network and improvements are mostly good
  • There was strong support for more crossings and more/ widened footway provision throughout Chipping Norton

We did:

  • Extended the geographic scope and suggested improvements to the surrounding villages including a connection to Kingham Station
  • Made clearer improvement point maps so that improvements that form part of a route can be more easily identified
  • Identified key walking and cycling routes to school in Chipping Norton and the improvements required to these and made clear the priority for improvements to these routes in the LCWIP
  • Raised the need for a wider Movement and Place Strategy for Chipping Norton (beyond the scope of Chipping Norton LCWIP)

Next steps:

  • The Chipping Norton LCWIP was presented at the Cabinet Member Decision Meeting for Transport Management in April 2025, where it was approved.
  • Funding opportunities will be sought to deliver improvements identified in the LCWIP. Public consultation on proposed improvements will take place as improvement schemes develop.
