Consultation has concluded

Carterton and the surrounding area Local Cycling and Walking Infrastructure Plan (LCWIP) is a plan for improving walking, wheeling and cycling infrastructure in Carterton and connections to surrounding areas. The aim is to support safer and healthier journeys by walking, wheeling and cycling for everyone for short local trips or as part of longer trips.

 

An online survey was hosted on Let’s Talk Oxfordshire between 19 May and 16 June 2025. The aim of the consultation was to understand local views on the LCWIP, in particular the proposed network plans for cycling and walking and improvements.

 

In total, 16 people responded to the Let’s Talk consultation and a further 2 written responses were received. These responses have helped to shape the final version of the plan.


 

You said: 

 

  • The walking and cycling network and improvements are broadly supported
  • Safe routes to school are a top priority 
  • The LCWIP does not go far enough in considering challenges and opportunities in Brize Norton Parish
  • The LCWIP does not consider the proposed future developments in the West Oxfordshire Local Plan 2041 update and how these developments can be integrated with the existing Carterton area by walking, wheeling and cycling
  • Maintenance of existing infrastructure is important
  • There is a need for improved long distance cycle routes from/ to Carterton 


 

We did:

  • Made clearer improvements to school routes and routes to school
  • Added additional improvements in Brize Norton Parish to the LCWIP
  • Made clearer that the LCWIP is a live document that can be updated as proposals for future development are finalised
  • Discussed maintenance concerns with OCC’s maintenance team for inclusion in their programme of works where possible
  • Ensured routes beyond Carterton were considered comprehensively and included in this LCWIP or Oxfordshire’s Strategic Active Travel Network (a countrywide LCWIP for longer distance connections)

 

 

Next steps:

  • Carterton and the surrounding area LCWIP was presented at the Cabinet Member Decision Meeting for Transport Management in October 2025, where it was approved.
  • Funding opportunities will be sought to deliver improvements identified in the LCWIP. Public consultation on proposed improvements will take place as improvement schemes develop.
