We're asking for your views on the proposals to introduce a number of highway improvements in the Graven Hill site at Bicester, which are being put forward as a result of the extensive residential development. Specifically, the proposals comprise of the following measures:

  • 20mph speed limit - to be introduced on all roads within the whole development south of the A41 roundabout,
  • 'No Waiting at Any Time' (double yellow lines) parking restrictions - to be introduced on various roads/lengths throughout the estate,
  • Two Hour Time Limited parking places - 20 new spaces to be introduced on Graven Hill Road, adjacent to the retail premises,
  • Disabled Persons Parking Places - new provision/bays to be introduced on Graven Hill Road, and
  • No Entry restrictions - to be introduced on the small link road between Graven Hill Road & Roberts Drive, a) for all traffic on Graven Hill Road, and b) excluding buses on the same link road for traffic on Roberts Drive.

The proposals will a) help improve road safety on all roads throughout the housing development, and also ensure adherence to the Councils policy that all new residential developments should see a lower speed limit as standard when & where appropriate, b) help prevent unsafe parking that could obstruct visibility or access, whilst also supporting the low-speed environment to help reduce traffic risks, c) help facilitate visitors to local facilities, and prioritise accessibility for residents with specific needs, and finally d) help ensure road safety, whilst also allowing for local bus service provision to service the estate efficiently.

What happens next?

The County Council will review the responses and if necessary (i.e. if objections are received) prepare a report to be presented to the Cabinet Member for Highway Management at a meeting scheduled for later in 2025. This will be public meeting at which members of the public may apply to speak. The agenda and reports for meetings will be made available on the Oxfordshire County Council web site about a week before the meeting (please note that occasionally it is necessary to defer reports to a later meeting, and it is therefore advisable to check the agenda ahead of attending a meeting).
