Changes to charges for some Adult Social Care Services


We are asking for your views on some suggested changes to charges for some statutory and non‑statutory Adult Social Care services.

No decisions have been made yet. This is a consultation, and we want to hear what you think.

These proposed changes would apply to people who receive care at home.


What are we proposing?

We are considering the following changes:


Disability Related Expenditure (DRE)

Changing the initial DRE allowance from 35% to 25%, which is the level that was in place before April 2022.

Adult Social Care transport

Introducing a Transport Policy that explains how we arrange transport and charging a flat rate of £10 per day for transport arranged by us.

Telecare services

Charging full cost of £9.87 per week for Telecare services which is an increase from £6 currently charged for 2026/27.


If you have higher disability‑related costs, you can still ask for an individual DRE assessment, so that your actual costs are taken into account.


How might this affect you?

One, two, or all three of these proposals may affect you or none at all.

We would really like to understand how these changes might impact you and to hear your views.

The survey should take between 10 - 15 minutes to complete, depending on what you’d like to tell us.

You are welcome to provide views on all the proposals or just those that affect you.

Two online meetings have been arranged on:


  • Tuesday 26 May 2026, 3 pm - 4.30 pm
  • Wednesday 3 June, 7 pm - 8.30 pm


The proposals will be explained and there is an opportunity to put forward questions and ask points for clarification.

What happens next?

We will carefully consider everything people tell us through this consultation.

We will read and analyse all responses and prepare a report for councillors summarising what we have heard and the key issues raised.

This report will be considered alongside a range of other information, for example financial information, legal information, an equalities impact assessment, etc. at a meeting of the Council’s Cabinet . This feedback will help inform Cabinet’s final decision.
