We're asking for your views on the proposals to introduce a number of highway improvements on Blackthorn road in Ambrosden, which are being put forward as a result of adjacent residential development, and the associated S.106 obligations for the creation of a new shared footway and cycleway route. Specifically, the proposals comprise of the following measures:

  • the existing 40mph speed limit on the unnamed ‘Blackthorn road’ running to the B4011, will be extended north-eastwards by an additional 90 metres, replacing that length of existing 50mph speed limit in the process, and
  • to further compliment the new foot/cycle provision, traffic calming features will be introduced – in the form of raised tables on the ‘Blackthorn road’ either side of the junctions with Ploughley Road & Quintan Avenue, and then Side Road Entry Treatments (SRETs) at the ‘Blackthorn road’ junctions with Quintan Avenue, Allectus Avenue.

Additionally, the proposed parallel crossing – which was approved by the Council in July 2025 – will be moved approx. 7m eastwards, so as to be out of a dedicated tree root protection zone.

Have your say.

Please read the detailed information provided on this consultation and take the time to complete the survey as your views and opinions matter. Your response should be completed and returned by 5pm on Friday 28 November 2025.

Whilst we will endeavour to answer simple queries during the course of the consultation, any more complex questions/issues will be appraised and dealt with as part of consultation process.

What happens next?

The County Council will review the responses and if necessary (i.e. if objections are received) prepare a report to be presented to the Cabinet Member for Highway Management at a meeting scheduled for later in 2025/early in 2026. This will be public meeting at which members of the public may apply to speak. The agenda and reports for meetings will be made available on the Oxfordshire County Council web site about a week before the meeting (please note that occasionally it is necessary to defer reports to a later meeting, and it is therefore advisable to check the agenda ahead of attending a meeting). The Forward Plan of decisions meetings can be viewed here.
